The city administration cannot function with just a highly motivated bureaucracy and elected representative alone but to create concern, awareness and interest manifested by the Citizens. An enlightened and well informed citizen body can pressurize the city administrators into action and compel it to respond to the needs of the people. .
Aims of the Charter
1. Make the citizens aware of quality of services provided by the Tirunelveli Corporation.
2. The responsibility of various officials of this Corporation is prescribed clearly and published.
3. The information related to public need not be a secret record in order to attract public participation skill.
4. To get feed back from the public on the quality of services provided by Tirunelveli Corporation.
Tirunelveli City Municipal Corporation was constituted on 1.06.1994. The total population is 4.11 Lakhs.as per 2001 census and the extent of the city is 108.65 Sq Kms. located in the southern most part of this sub continent. The annual revenue of the Corporation is Rs: 37.0 crores and the expenditure is Rs: 38 crores Thus this charter will be a starting point for people’s participation as it gives essential basic information meant for the people and aims to enlighten the citizen about their rights as well as duties of Tirunelveli City Municipal Corporation (TCMC)

Accrual accounting system
As ordered by the Govt. of Tamil Nadu the cash based accounting system was replaced by the the Accrual System of Accounting in all urban local bodies including Tirunelveli City Municipal Corporation. Through this system the financial performance, the financial status, clear stage of asset details of this corporation, income & expenditure account and the balance sheet can be ascertained. Privatization of street light maintenance
The maintenance of entire Street lights in Tirunelveli City is privatized during the year 1999 which includes operations and maintenance. This has improved to 100% efficiency of maintenance and reduces the expenditure of Corporation.

Legal Wing
Tirunelveli Corporation administration faced a lot of untoward difficulties, Problems etc, from various litigations pending in various courts. To over come these difficulties, a separate legal section has been established with one Assistant & Junior Assistant under the Head of Executive Engineer (Planning) during the year 1999. There were 679 cases pending at the beginning and after the functioning of this legal section the pendency has been reduced to 450 Nos. A legal Module (e – legal ) has also be created by the staffs of this corporation. Using this legal module the no of cases filed in court, counter filed cases, stage of the cases, data trail, judgments delivered , stay granted etc, and all such reports can be generated.
COUNCIL
Tirunelveli Corporation council consists of 55 members and it is headed by Worshipful Mayor. One among these members is elected as Deputy Mayor of this Corporation. The Worshipful mayor is elected directly by the people. The council meeting is conducted once in every month to discharge its various responsibilities. Like wise there are 6 standing committees and four ward committees are functioning in this corporation.
AUDIT WING
This wing works under the control of Deputy Director of Local Fund Audit. It functions as a concurrent audit inside the Corporation Audit. The Audit on the accounts of Tirunelveli Municipal Corporation is done by the State Government auditors from Local Fund Audit Department. The Audit of this Corporation has been completed upto the year 2000-2004 and Audit report was issued.
